Is there a strawman letter I can crib from? Otherwise mine would go something like this:
Dear Senator,
I am tired of bean bandits overrunning my neighborhood. Please make it stop.

They never give up, do they?
Some terrible parts to that proposal:
No removal, for any reason, once they have filed an application.
No limits to numbers;, no end date for the process.
